I plan on purchasing the Pokémon Scarlet/Violet DLC using the primary account on our Switch OLED. We also have two linked Lites whose accounts appear on both the main console and the Lites. Will the DLC be accessible to these non-primary users on their Lites?

According to this FAQ from the Nintendo website:

When using a console that is not your primary console, you are the only player that can access downloadable software that you've purchased. Other players will not be able to access your downloadable software on a console that is not the primary console for your Nintendo Account.

This means that if you purchase the DLC on your primary console you will only be able to play this DLC on other consoles if you use the same account. The accounts that didn't purchase the DLC won't be able to access it on the Lite consoles.
