Usually referring to the startup process of a device or computer from an initial "cold" state rather than sleep or hibernation.

The startup disk is a general term to define the disk a computer is set to boot to. On OS X, you can go to System Preferences > Startup Disk and select the startup disk. EFI Boot options also define the startup disk.
